when I just place that chest no stolen stuff is transported to that chest even if you are in the same cell were the chest is , have I to assigne any global variable to it?

I think I'm right in saying that the only chest that works in the whole game is the one in Seyda Neen.

I have taken my stolen stuff from ebonheart and mournhold . maybe expancion packs fixed it

The way it works is that when you place a prison marker (which is a "door") you make it lead to the cell where the evidence chest is. The if the player gets thrown in jail, they are sent to the nearest prison marker, and their stolen goods to the evidence chest in the cell it points too. If they just pay the fine, then their stolen goods should still be sent to the evidence chest in the cell the nearest prison marker points to.
That's how it should work. As far as I know it does.
